Imports of electricity to Ukraine from the Russian Federation became possible after a four-year interruption, due to the amendments made to the Ukrainian law "On Amendments to certain Laws of Ukraine in the Field of Atomic Energy Use" adopted on September 18, 2019. The initiator of the amendments was the member of the parliamentary faction of the “Servant of the People”, the head of the Committee on Energy in the Verkhovna Rada - Andriy Gerus (on the picture). Committee member Alexei Kucherenko claimed Gerus' amendment was in violation of the Rada's regulations.
Ukrainian power plants were switched off from the grid, because of the import of electricity from Russia. According to “Glavkom”, the head of the Department for Development of the Electricity Market at “Ukrenergo” - Nikita Vishnevsky said this.
“From legislative point of view, there is no possibility of restricting imports into those interstate treaties, which are in force. It's a contract for operating in parallel and these are the deals that exist”, he said.
Vishnevsky emphasized that legislative changes need to be made to limit imports.

“Ukrainian News” reported on October 2, 2019, that the first supply of electricity from Russia in the import mode was reflected on the website of NEC “Ukrenergo” on October 1, 2019. According to an agency source, the company affiliated with businessman Ihor (Igor) Kolomoyskyi “United Energy” is acting on the market as an importer.
In the first half of October, according to “Ukrenergo” data, the volume of imports of Russian electricity increased almost twice - from 2.4 million kilowatt hours per day to 4.5 million kilowatt hours per day.
The expert of the Ukrainian Institute of the Future, Andrian Prokip, announced in Facebook that 1,216 megawatt hours were imported into the combined energy system of Ukraine from Belarus and Russia on the night of November 5, 2019. Due to this fact, NEC “Ukrenergo” for the first time limited the capacity of the producers of electricity from renewable energy sources.
